Google’s Russian subsidiary had its bank accounts seized by Russia in retaliation for Google’s stance on the Russia-Ukraine war, and has been hit with several fines and lawsuits, all of which means the company is unable to continue its Russian operations.

Well, if you poke the bear, it'll bite you. Said another way, Russia does whatever it wants. If they don't like what you are doing (posting content contrary to Russians liking) they'll send you packing. But first, they'll take your money - then send you packing. However, I've not kept up with the SE's operations over there since, what was it, 2005?
