Ranking Question
I have a hosting and using WordPress builder it is okay to rank site or not...

I'm not sure i understand your question. Why wouldn't you rank your WordPress based website? Most people like to get organic traffic to their website

Creating some decent quality content that your users want to read and link to, is usually a good place to start.
WordPress probably have some plug-ins you can use to make your website more user/search engine friendly.
Making use of social media to get some users to your website may also be a good idea.

Also do you know or suggest something to re-activate google AdSense account which is disable in this new update of google?

Well, you should make sure your website stays within the AdSense Program policies.
It looks like most of the time, if a Google AdSense account is disabled, it's final:

As you can see, there is a "account disabled appeal form" link in the quote you may want to try.
From a mobile friendly point-of-view, you'll probably need to look for a responsive theme for your website. But if you're a decent coder, maybe you can do it yourself, and if you run in to issues along the way, you could post a question in our Web Development section.

Re-applying for an AdSense account won't help, you need to wait for an answer from the Google AdSense team. They are the only ones who can enable your AdSense account.
